About the Campaign
The40Million is a California civic power campaign. Here's why it exists.
California has 40 million people. It is the most populous state in the country, the fifth-largest economy in the world, and home to an extraordinary diversity of communities, cultures, and perspectives.
It is also a democracy where most people have almost no meaningful way to participate in the decisions that shape their lives — beyond casting a vote every two or four years, if they vote at all.
The40Million is a campaign to change that. We believe that democracy is not just an election — it is an ongoing relationship between people and the institutions that govern them. And right now, that relationship is broken for most Californians.
We are working to rebuild it. That means making it easier for people to speak directly to their elected representatives. It means telling the stories of people who want to participate but can't. And it means making the participation gap visible — in data, in policy, and in public conversation — so it can no longer be ignored.
